Community Liaison Committee (CLC) Update – First Meeting Completed
The first CLC meeting was held September 18, 2025, at the Bicentennial Theatre in Middle Musquodoboit. The meeting started with introductions and CertainTeed provided an update on what has happened with the Project since the public meetings in 2024. The updates had been posted on the Project Website:

However, this discussion was more informal and involved some questions on future approvals needed and overall project schedule.
Some CLC members could not attend the first session due to other commitments or illness, but CertainTeed staff has reached out to those members to fill them in on the first meeting and confirm involvement going forward.
We discussed the following at the meeting and decided upon items by the CLC and Actions for CertainTeed are bolded:
- What is a CLC and how does it function?
CertainTeed staff gave an overview of the role of the CLC to be a voice for the communities that the Antrim Mine operates near including the mine, transport route and port facility. CertainTeed also outlined requirements in the Environmental Assessment (EA) Approval related to the CLC formation and operation. - Frequency of meetings - Once every two months for the first year or so with the next one after CertainTeed gets more information from Department of Highways - expected mid to late October so a CLC meeting in late October to early November is anticipated.
- Gypsum Transport Route - The route was outlined in the EA and is from an access point on Lake Egmont Road, north to the #224, east on the #224 to Upper Musquodoboit then south to Sheet Harbour port. CertainTeed is working with Department of Highways on road and bridge upgrades on Lake Egmont Road, but no details or schedule are worked out yet. See above.
- Update provided on the Active Trail project that was managed by Musquodoboit Valley Communities Association (MVCA), completed by Upland Planning and funded by CertainTeed. The project is looking at ways to get pedestrians and cyclists off the shoulder of the #224 from the High School to “the Square”. The report is being drafted and CertainTeed expects to see it by end of September and discuss it at next CLC.
Project Update – 1: Community Liaison Committee (CLC)
CertainTeed continues to seek members to serve on the CLC. Efforts through May and early June such as Public Notices, Project Website postings and direct reach outs to individuals did not yield the preferred number (7 to 9) of volunteers coming forward. CertainTeed will continue to work with local organizations and residents to get enough members so we can host a meeting as soon as possible but likely not until late summer or September. We appreciate all those volunteers that have expressed an interest to date and hope to move forward with the CLC as soon as we can to get this important community feedback mechanism in place.
Project Update – 2: Pre-construction Well Survey
CertainTeed would like to thank all the participants in the private residential well survey. Our consultant completing the work, GHD, is finishing the program this week and were able to get good representative coverage of the wells in the local area. The purpose of the survey was to understand how wells were constructed and current conditions of the wells before the Project is constructed. The data collected will be used to compare future groundwater quantity and quality conditions when the permitting of the project is complete, construction begins and further into operation and reclamation phases.

Project Updates – May 2025
- The Antrim Gypsum Project continues to progress through the advanced permitting stage towards operation. Activities over the past few months have included the following:
- Additional geotechnical drilling and test pitting to gather information for detailed mine design
- Continued environment monitoring (wetlands, surface water, groundwater and habitats) to supplement the two years of data already collected
- Advertising for the Community Liaison Committee (CLC) with a plan to have the CLC in place by June 2025
- Funding of an options analysis project being managed by the Musquodoboit Valley Communities Association and completed by Upland/Englobe for a multi-use trail in Middle Musquodoboit
- Upcoming planned activities include:
- Domestic well surveys close to the Project to establish baseline conditions
- Additional geotechnical drilling and well installations for groundwater and wetland monitoring
- Additional targeted surveys for Species At Risk to supplement existing knowledge to help with Management and Monitoring Plan development for the Industrial Approval applications
- Business owner and high school engagement sessions for the multi-use trail project

Community Liaison Committee (CLC) Update
The May 1st deadline for submitting an expression of interest for being a member of the CLC has passed. CertainTeed is reviewing candidates and will be reaching out via email or phone to confirm willingness of participants for this important linkage between the Project and local communities and businesses. CertainTeed hopes to be able to announce final members and have a first meeting in late May/early June. Thank you to all community members that expressed an interest in being part of the CLC. Individual circumstances change so there are often opportunities for new members to replace existing members of the CLC as the Project proceeds. CertainTeed will use the CLC and the Project website to communicate openings when they occur.

February 14, 2025
CertainTeed has collaborated with the Musquodoboit Valley Communities Association (MVCA) to develop a Request for Proposals (RFP) for an Active Transportation Path Design. This initiative seeks to get conceptual designs and planning constraints identified for a trail that would provide safe passage from the High School to the town center area in Middle Musquodoboit for residents and visitors to use instead of the shoulder of Route #224. MVCA is the project lead and CertainTeed will assist with funding support. Please reach out via this project website to request further information.
February 12, 2025
During the months of February and March, there will be a continuation of limited activity on site including drilling and sampling for a geotechnical program, and installation of groundwater monitoring wells, as well as ongoing environmental monitoring. These activities include light trucks, a drill rig and field visits by staff to provide information for the permitting and detailed design of the project. December 2, 2024
Over the winter months, you may see light vehicles and staff with high visibility clothing completing monitoring of groundwater wells and surface water locations. Heavier trucks and a drill rig may be observed as well through December to install more groundwater monitoring wells and collect geotechnical data on soils and bedrock.
